FORESIGHT SESSION WAS CONDUCTED IN MOSCOW FOR FOLLOW-UP REVISION OF THE TRANSPORT STRATEGY OF THE RUSSIAN FEDERATION 2030 28.03.2013 21:08
A conference, organized as a foresight session, was conducted in Moscow for follow-up revision of the Transport strategy of the Russian Federation 2030. As a result of the foresight session, recommendations were prepared for expanding and correcting the Transport strategy project and creating a roadmap for transport sector in Russia. Among the session participants were: Maxim Sokolov, the Minister of Transport of the Russian Federation, representatives of the federal and regional power authorities, Expert Council to the Government of the Russian Federation, industry associations, scientific research organizations and consulting centers, transport companies. Anton Koren general director of AVIACENTER also took part in the foresight session. A set of recommendations and suggestions for correcting the strategy and continuing to develop the country's transport system was prepared as a result of the foresight. During the foresight session the experts formed 5 groups for different types of transport and worked to create a roadmap for the industry. The representatives of the Federal Air Transport Agency management, the management of public organizations, airlines, airports, aviation equipment manufacturers, scientific consulting centers took part in the working group for air transport. In the foresignt session wrap-up the summary report on the issues of strategic development of air transport has been delivered by Anton Koren, the CEO of the Center for Strategic Development in Civil Aviation (AVIACENTER). Among the main suggestions for the air transport field was the creation of equal economic business environment for both Russian and foreign air carriers. This is possible through eliminating aircraft import customs duties in some segments, abolishing some taxes and deductions for airlines, and cutting down airport costs by decreasing excessive certification requirements for airports. Besides, in addition to the current regulations of the transport strategy, the working group suggested paying attention to creating an effective legislative environment for regulating intermodal transport and adopting the standards of passenger service. Maxim Sokolov, the Minister of Transport of the Russian Federation, and the representatives of the Expert Council to the Government of the Russian Federation noted that the final stage of revising the Transport strategy before presenting it to the Government of the Russian Federation is now in progress. The foresight session marked the final round of the document discussions.
