The Center for Strategic Development in Civil Aviation (AVIACENTER) presented a project of developing regional aviation in the Volga Federal District of the Russian Federation  14.07.2012 06:25

The Center for Strategic Development in Civil Aviation (AVIACENTER) presented a project of the Program for developing regional aviation in the Volga Federal District for the period up to 2025 at the meeting concerning the development of the transport system throughout the Volga Federal district. Michael Babich, the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District, Maxim Sokolov, the Minister of Transport of the Russian Federation, the representatives of the Ministry of Transport of Russia, the Federal Air Transport Agency, the Federal Transport Oversight Agency, other federal agencies, the heads of 14 regions of the Volga Federal District took part in the meeting.  

The program for developing regional aviation in a macroregion of Russia, prepared by AVIACENTER, received approval of the heads of the regions of the Volga Federal District. The Minister of Transport of the Russian Federation Maxim Sokolov mentioned the willingness to support this project and present it to the country's top leadership. The experts noted that the approach used by AVIACENTER in developing this project, when a pilot project is implemented within the Volga Federal District, can become a basis for reviving regional aviation in Russia. 

The head of the Center for Strategic Development in Civil Aviation Anton Koren said: "The program for developing regional aviation in the Volga Federal District, developed by us, takes into consideration 20 years of experience of our experts in developing air transport throughout the country, building effective regional air transport systems utilizing public private partnership mechanisms. The fact that the suggested approach is supported by the heads of 14 regions and the leadership of the industry ministries and agencies allows us to say that the program implementation can begin in the nearest future."

"A crucial point is that besides creating a system of sustainable development of socially and economically significant air transport between 14 constituent entities of the Russian Federation, the implementation of the program will make it possible to create the conditions for restoring the production and sales of regional aircraft in the Russian Federation, because of the developing local market" - noted Anton Koren.

In the basis of the program for developing regional aviation in the Volga Federal District for the period up to 2025, developed by the Center for Strategic Development in Civil Aviation, lies the connection of all the regional centers of the Volga Federal District by high frequency air transport, as in the form of direct services, as utilizing transfer transit service schemes for budget savings. During the preparation of the program for the first time in 25 years high-precision models of forecasting regional air transport demand were used, considering passenger flows on all types of transport. The mechanism of the program implies the participation of the federal and regional authorities in its implementation, competitive conditions of receiving subsidies. The budget effectiveness of the program makes it possible to speak about returning subsidies as taxes and charges during the first year of the program's functioning. The principles rooted in the Program and the used regional air transport development model can be extrapolated to other regions of the Russian Federation. 

This program and interregional pilot projects of organizing air transport in Russia and abroad, effective mechanisms of developing regional and commuter air transport will be presented at the Second International Conference and Exhibition "Regional Aviation of Russia and CIS - 2012", which will take place under the auspices of the Council of the Federation of the Federal Assembly of the Russian Federation, and with the participation of the federal and regional authorities, regional air carriers, airports and aircraft suppliers in Moscow on September 6-7, 2012.
