Key trends and pressing issues of the aviation fuel supply market development to be discussed at the 2019 VIII Aviation Fuel International Conference that will take place in Moscow on 31 January and 1 February 2019. Aviation Fuel – 2019 is a yearly largest annual professional industry event that is a forum for discussing topical issues of aviation fuel supply. The Conference will be attended by heads of major air carriers, airport refueling complexes, top managers of Russian VIOCs, oil refineries, heads of aviation fuel traders, commodity exchange brokers, representatives of the federal authorities. The VIII International Conference Aviation Fuel – 2019 will discuss the issues of pricing, the impact of antitrust legislation, aviation fuel supply government financial and tax policy, the development of aviation fuel market, aviation fuel and flight safety quality assurance, issues of interaction between aircraft manufacturers, aviation fuel suppliers and aircraft operators to improve the aviation fuel supply procedures, airport refueling facilities development. The following issues are planned to be discussed during the Conference: - Issues of pricing, the impact of antitrust legislation, government financial and tax policy on the aviation fuel market development in Russia. - Proposals to provide a partial refund of the cost of aviation fuel bought at Russian airports for Russian passenger carriers. - Aircraft operators' proposals to develop and implement procedures for kerosene price changes, and the opinions of VIOCs. - A proposal to increase tax deduction by raising the coefficient in item 21 of art. 200 of the Tax Code of the Russian Federation. - Amendments to the Federal Aviation Rules Preparing and Conducting Civil Aviation Operations in the Russian Federation approved by the Order of the Ministry of Transport No. 128 dated 31 July 2009, where fuel quality control procedures after transporting and during storage are included into ground handling of aircraft. - Introduction of mandatory testing of avgas and jet fuel to ensure performance indicators correspond to the aircraft engine type, as well as evaluating the impact on flight characteristics and safety. - Issues of interaction between aircraft manufacturers, aviation fuel suppliers and aircraft operators to improve aviation fuel supply procedures. - Digital transformation of aviation fuel supply under quick changes in business environment (new technology, digitization). - Using blockchain technology in aviation fuel supply. - Usage of smart contracts.
