The Center for Strategic Development in Civil Aviation (AVIACENTER) celebrates its 5 year anniversary.

AVIACENTER is the first professional center in Russia, the CIS and Eastern Europe, specializing in strategic planning in civil aviation.

In Russia the AVIACENTER team has implemented more than 250 investment and management projects in the civil aviation field on national and regional levels, including more than 50 projects for regional airports and airport systems developed together with or under the supervision of AVIACENTER experts.

During the recent years AVIACENTER developed projects and conducted studies for the benefit of the Administration of the President of the Russian Federation, the Ministry of Transport of the Russian Federation, the Federal Air Transport Agency,  and other executive authorities, the Federal Assembly of the Russian Federation (Parliament) and government agencies of other countries.

The scope of AVIACENTER's research and proprietary methodology includes nation-wide civil aviation strategic planning, creation of effective PPP plans for the development of regional air transport systems and airports, as well as airport and airline management systems.

Over the recent years AVIACENTER has grown to be the leading industry expertise center for the organization of investment and PPP projects in airport business. Over the past years AVIACENTER has developed its own approach to preparing investment projects, incorporating the best international practices and the current legal framework of the Russian Federation. All the successfully accomplished investment projects in Russia, such as airports in Saint Petersburg, Samara, Belgorod were developed with the participation of AVIACENTER experts. The largest banks allocate funds for investment projects developed and approved by AVIACENTER.

AVIACENTER has also become the national leader in marketing and route network development strategies for airports and airlines. AVIACENTER strategies were used to open more than 100 new domestic and international routes from dozens of airports.  Besides, AVIACENTER is the only professional center in Russia to integrate route development strategies into infrastructure development, financial models and complex investment projects.  AVIACENTER is also the only center in Russia, providing professional planning of aviation routes taking into account the passenger and cargo flows in all modes of transport.

Solid management experience of AVIACENTER experts in the area of marketing and airline development has allowed to create professional business plans and strategies for functional trunk and regional airlines, as well as strategies for successfully established new airlines in Russia and overseas.

Many airports and airlines became leaders in their geographical markets thanks to implementation of AVIACENTER strategies.

In 2013 AVIACENTER created a Competency Center for Developing Regional Air Transport, which works primarily for the companies, ministries and agencies of the Russian Federation and the CIS countries. Since April 2013 a pilot project for developing regional air transport in Russia, developed by AVIACENTER, is being implemented.  The project has become the basis for implementing the systems of subsidizing and restoring regional air transport in Russia, the main subsidy mechanisms were optimized as part of the project. The Center also develops strategies for developing regional air transport, creating regional airlines in Russia and neighboring countries.

The total number of services, being provided by AVIACENTER for aviation companies and government authorities in the area of strategic planning and development exceeds 100.  The successful development of AVIACENTER into the key industry competency center for management consulting is explained by the creation of a team of the leading industry experts, specializing in different areas of business, with work experience in aviation companies, scientific organizations and public authorities.  

Among AVIACENTER partners there are the leading industry institutes of civil aviation and other modes of transport, the leading international organizations, industry associations.

Over the recent years AVIACENTER and its partners developed the Strategy for transport service of the Republic of Crimea, the Transport Service Concept for FIFA 2018 World Cup and other projects.  In these projects AVIACENTER coordinated all the main studies regarding air transport. AVIACENTER also conducted scientific research regarding HR industry strategy for the Ministry of Transport of the Russian Federation, developed the Strategy for developing low-cost air transport in Russia and many other industry-wide projects.

Aircraft production industry is one of the activity areas for AVIACENTER.  The Center has conducted a range of strategic studies and developments for United Aircraft Corporation (UAC) and its subsidiaries, including research within the "Aircraft 2020" project and applied projects.

To share information about best industry practices with civil aviation companies and improve the regulatory framework in civil aviation, AVIACENTER organizes international forums, conferences and workshops. All the forums and conferences of the Center are oriented towards the heads of the companies and public authorities.

AVIACENTER forums and conferences are in high demand among top managers of civil aviation companies, because the events feature a unique combination of introducing problematic industry tasks and developing the ways to solve them. Innovative management systems and products are also discussed during the events. As a result of AVIACENTER forums and conferences, recommendations for the Government and the Parliament of the Russian Federation are prepared.
